Overall, many of the measures introduced, reflect an expectation that, by next year, the economy will be in recovery mode. A number which provide positive help to individuals and small businesses are extended or enhanced for a further year. On the other hand, the imposition of additional expenditure, for instance with fuel duty increases, will now to be phased in gradually. This may, of course, also have something to do with the impending election
The budget will have a mixed impact as far as rural areas are concerned. Temporary help is given on winter fuel payments and a definite boost to the rural economy, whilst fuel duty increases will inevitably impact on rural access to services. There are a few worrying issues where judgement is reserved until more detail is available.
